Windmill Hill, Castine, Maine
In July of 2008, CES was contracted to complete a UST Site Assessment, Phase I and Phase II ESA on the Windmill Hill property located on the Castine Road in Castine, ME. Interviews conducted during the Phase I ESA indicate that the subject property was initially developed as an automobile dealership, repair shop, and gasoline station in the early 1950s. The property remained an auto repair and gasoline station until the late 1980s when the property was redeveloped as a restaurant and convenience store dispensing gasoline and remained in operation until 2007. During the Phase I ESA, the subject property was vacant, with the exception of a portion of the on-site structure being utilized for tool and equipment storage. The Phase ESA revealed a history of several USTs located throughout the property. During the Phase II ESA, petroleum contamination was identified in the areas of former USTs and the associated dispensers. After the Phase I and Phase II ESAs had been completed, more information was made readily available indicating that beneath an observed false floor, the former automotive repair bays were equipped with a floor drain. Based on this information and coordination with the client, and the Town of Castine, the site then applied for Brownfields funding to complete the additional investigation. With Brownfields coordination, an additional investigation was completed, determining that no significant impacts were identified on the site that may pose a risk to public health. A No Further Action Assurance was issued by VRAP, and the site is currently being utilized as office space for an electrical contractor and the remained of the on-site structure is being redeveloped as usable commercial space.
