Eastern Maine Healthcare retained CES, Inc. to obtain necessary permits (MDOT, DEP & City) and provide surveying and design services for a 500,000 square foot professional office complex on a 126 acre lot in Brewer, Maine. This work involved the design of a new intersection onto Wilson Street (U.S. Route 1A), a 1,000 foot access road complete with all utilities, and approximately 24 acres of parking lot. This project also involved interior roadway design, sanitary sewer, water, surface and subsurface drainage, underground electric and fiber-optic telephone utilities, and a storm water detention/treatment system. CES staff worked with the business park architect to implement features on the roadway that would complement the design and function of the business park design and provided construction monitoring for the intersection, access road, and site work.Surveying services that were provided included establishing photogrametric control utilizing GPS receivers and coordination of an aerial survey of the site, supplemental topographic surveying, a boundary survey of the subject property including preparation of parcel and easement descriptions, and construction layout. Plans and digital files were created utilizing a NAD83, Maine State Plane East Zone coordinate system for overlaying GIS information.
All permits were obtained within seven months of CES being authorized to proceed. Close coordination between CES, the project architect, EMH, and the regulatory agencies was essential in order to prepare permit applications and receive regulatory agency approvals within that time frame.
The total cost of the project was approximately $50 million. The estimated cost of the work that CES was responsible for was approximately $3 million.
