Firm History & General Info

CES, Inc. was founded in 1978 by Shawn Small, P.E. and Jim Parker, P.E., who had been classmates at the University of Maine and worked at a local engineering and surveying company together. They made a Shawn Small & Jim Parkercommitment to provide clients with high quality, cost-effective technical services. Jim Lacadie, P.E. was brought on board in 1983 as a Principal and Vice President.

In order to expand service offerings we acquired Timberline Land Surveying, Inc. in 1989. At this time Mike Avery, PLS joined as Vice President. To better serve Eastern and Northern Maine, we acquired Huntley Surveying & Engineering and opened an office in Machias in 1996, and opened offices in Fort Fairfield in 1997 and Southwest Harbor in 2001. In 2004 our range of services expanded to include Land Use Planning, followed by Industrial Engineering in 2005.

To support this growth, CES, Inc. has steadily increased its staffing to today's approximately 50 highly qualified personnel, including registered professional engineers, licensed land surveyors, licensed site evaluators, certified environmental inspectors, wetland and soil scientists, experienced CAD operators, technicians and drafters, as well as clerical and administrative personnel.

Company direction and policy is through a Board of Directors comprised of owners and senior personnel.

Board of Directors:

President James W. Parker, P.E., S.E.
Executive Vice President Shawn S. Small, P.E., S.E.
Vice President James V. Lacadie, P.E., CDT
Member Denis St Peter, P.E.
Member Timothy R. Brochu, PLS
Member John A. Pond, R.R.T.

CES maintains four departments, each headed by a Technical Director with a minimum of 15 years of experience and a professional license as required under Maine Law. Each Technical Director controls the management of all projects assigned to their department, and assigns day to day management of projects to a Senior Project Engineer / Surveyor within that department. The Senior Project Engineer / Surveyor delegates work tasks to the engineers / surveyors and technicians. Since all CES, Inc. staff are multi-disciplined, Technical Directors frequently share personnel in order to meet project deadlines.
