CES was retained in 2005 to complete Phase I and Phase II ESAs at the Barker Mill Arms property in Auburn, Maine. The Phase II ESA was completed primarily to address RECs identified during the Phase I ESA and to obtain liability protection through MDEP’s VRAP program. The Phase II ESA consisted of subsurface soil borings utilizing Geoprobe® direct-push technology to complete field screening of subsurface soils, an analysis of the chromium concentrations within leather shoe straps located at the site and a series of dye tests to determine floor drain discharge locations. Initial Phase II activities identified VOC (including Tetrachloroethene or PCE) and SVOC (specifically Poly Aromatic Hydrocarbons or PAHs) concentrations in subsurface soils that exceeded State of Maine Remedial Action Guidelines (RAGs) and/or EPA Preliminary Remediation Guidelines (PRGs). Based on these findings, additional Phase II activities were completed in order to determine the extent and magnitude of these contaminants. Based on the results of the additional Phase II efforts, CES and MDEP determined that no further action was necessary at the site and a "No Action Assurance" letter outlining the extent of liability coverage was issued by VRAP personnel.
