The City of Brewer engaged CES, Inc. with the task of designing 7,700 feet of new roadway to alleviate traffic congestion on Wilson Street. This road, known during construction as the Parallel Road, starts at Parkway South, and intersects Green Point and Sparks Avenue before culminating at the Brewer Professional Center. It runs parallel to Wilson Street on the north and Interstate 395 on the south. CES staff was responsible for the right-of-way, boundary, and topographic surveys, wetlands identification, roadway design, storm and sanitary sewer design, permitting, and construction monitoring for the entire project.
CES also supervised and consulted on the installation of a 20” Ductile Iron water main and services along the entire length of the road. The project included 8” water mains off of the 20” mains in several locations to serve intersecting streets. CES, Inc. designed the layout of the new main in conjunction with other utilities and the road.
The primary permitting challenges for this project was the filling of approximately six acres of wetlands to accommodate the road. CES was responsible for the wetlands, mapping, DEP and NRPA permitting, Corps of Engineers permitting, and the design and construction observation of the required mitigation. The construction cost was $2.8 million.
