An increase in storm water runoff is generally attributed to an increase in development. Impervious structures (surfaces that do not absorb storm water, such as concrete, asphalt, rooftops, and compacted gravel), allow for an increased volume and rate of storm water runoff, increased pollutant loading, and reduced amounts of water filtering into the soil. This in turn causes erosion, sediment buildup, water quality issues, increased flooding, and other ecological impacts.

Federal, State and local statutes and ordinances set several Storm Water Management guidelines that must be followed on any developed land. For example, post-development peak storm water flow cannot be higher than pre-development peak flow, and only limited amounts of sediment may transfer onto abutting properties. Also, in most cases, there are rules regarding the content of storm water that leaves a property.

CES regularly attends the monthly meetings of the Bangor Area Storm Water Group where we represent many of our Municipal Storm Sewer Systems (MS4s) clients. This group was formed to facilitate the exchange of information between regulated MS4s in the region and to promote discussion of storm water issues.
